How is annual absence rate calculated?

What is the difference between absence rate and attendance rate?
Absence rate is the percentage of scheduled work time lost to absence. Attendance rate is the percentage attended, calculated as 100% minus the absence rate.
Should holidays be included in scheduled working days?
Usually, use only days employees were scheduled to work. Exclude weekends, public holidays and contractual leave days if employees were not expected to work them.
